Privacy Boundaries for Live-In Domestic Workers

Published 12 January 2026

Live-in work needs clear privacy — not silence

A migrant domestic worker (MDW / FDW) lives where she works. That compresses private life into one flat: sleep space, bathroom timing, phone calls home, belongings, visitors, and rest days out. When boundaries stay vague, small frictions become “attitude” labels — or quiet resentment on both sides.

This page is an employer privacy-and-boundaries guide for Singapore households: how to set fair, written norms for room and personal space, phone / family contact, visitors, rest day going out, cameras and monitoring (soft ethics), and house rules — plus when to involve your licensed employment agency (EA). It is general employment guidance only. Soft Ministry of Manpower (MOM): confirm live accommodation, rest-day, and welfare rules on mom.gov.sg.

Use neighbouring hubs for depth this page does not re-write:

Hard rule: do not invent salary, levy, agency fees, insurance premiums, camera-system prices, or “privacy package” dollars from this article. Money and compliance sit with your signed terms, your licensed EA, and live MOM guidance — not with a blog post.

SmartMaid.com.sg is a search marketplace. You browse and shortlist biodata published by licensed agencies; SmartMaid is not a maid agency, not a mediator, and does not set your household camera policy. See How Smart Maid Singapore differs from a maid agency.

Who owns privacy boundaries (employer / EA / MOM / platform)

PartyRole on privacy & household boundaries
You (employer of record)Suitable accommodation with reasonable privacy; clear written norms for phone, visitors, rest-day out, and monitoring; one employer voice; escalate welfare risks promptly
Licensed EAAftercare / mediation when boundary disputes escalate; may help reset house rules or arrange a joint talk per your service agreement
MOMSets employment standards (accommodation / reasonable privacy, rest days, salary payment, ill-treatment). Welfare channels are for safety and compliance, not for “she prefers the other bathroom”
SmartMaidSearch and shortlist published biodata if you later need a next hire; does not draft your house rules or sit in your CCTV review

Unique #12 covers getting the room ready before arrival. Unique #16 covers the first-fortnight timetable. Unique #27 covers how you talk. This page covers what stays private, what is shared, and how you write that down.

Sleeping space, bathroom, and belongings (dignity in a shared flat)

MOM expects employers to provide acceptable accommodation with reasonable privacy and ventilation. Layouts differ (HDB, condo, landed) — not every home has a spare bedroom — but dignity is non-negotiable.

BoundaryFair practiceUnfair / high-friction practice
Sleeping spaceClear bed / storage; knock before entering; rest hours are not open meeting time unless emergencyUsing her bed as a spare sofa; entering without knock; midnight “quick chats” that are really task lists
Bathroom / changingAgree who uses which bathroom when; knock; give changing time without surveillance jokesWalking in; filming; treating her changing time as optional
BelongingsLocked drawer or cupboard she controls; ask before borrowingSearching bags or reading private messages as “routine checks”
Food / personal items she boughtLabel or shelf space; do not treat her purchases as household stock without askingWithholding food as discipline (welfare red line — not a house rule)

If your layout is tight, name the compromise in writing (curtain / partition / schedule) so she is not guessing. Pre-arrival setup detail lives on unique #12; this page assumes the space exists and focuses on how you respect it every week.

Tone tip: privacy is a standing agreement, not a favour you grant when she “behaves.”

Phone, Wi‑Fi, and family contact (homesickness needs a lawful outlet)

Family contact is not a luxury for a live-in worker far from home. Agree windows and volume, not a blanket ban.

Write these norms once

  1. Wi‑Fi access for reasonable personal use (video calls home, banking, rest-day planning).
  2. Call / video windows that respect children’s bedtime and early mornings — e.g. after dinner on workdays; freer on rest day.
  3. Charging and volume rules (headphones after a set hour).
  4. One employer voice if spouses disagree about “too much phone.”
  5. No phone confiscation as punishment for ordinary performance issues — that escalates dignity conflicts fast.

Do not demand she hand over the phone, passwords, or private chats as a loyalty test. If you have a serious safety concern (threats, exploitation, missing person risk), document facts and involve the licensed EA and appropriate channels — do not run a silent phone raid. Unique #27 covers check-in tone when you need to raise a concern calmly.

Visitors and rest day out (her off time is still her life)

Rest days exist so she can recover and keep a private social life. Confirm live rest-day rules on the rest-days flagship and mom.gov.sg — this page does not re-litigate entitlement law.

Visitors to your home

  • Default: no visitors without prior agreement (safety for children / elders / flat access).
  • Write who may visit, which areas are off-limits, and how much notice you need.
  • Separate your guests (whom she may help host as work) from her guests (personal, by agreement).

Rest day going out

  • Agree the usual weekday early; put it on a shared calendar she can see.
  • On her rest day, she may go out unless you have a fair, mutual arrangement for work that day with MOM-compliant compensation / replacement rest — no invented $ here.
  • Do not require her to spend every off day inside “so we know she is safe” unless that is a genuine, time-limited safety plan you both understand. Chronic confinement reads as control, not care.
  • Curfews for returning home: keep them reasonable and stated; unexplained midnight bans without discussion create conflict. Soft MOM: rest-day and accommodation norms still apply — verify live guidance.

If rest-day location disputes keep returning, document the calendar and open unique #16’s early-issue rhythm or loop the EA (see below) rather than arguing at the door.

Cameras and monitoring — soft ethics for a shared home

Many Singapore flats use CCTV for door / common-area security. Live-in employment makes monitoring ethically sharper: she works and rests under the same roof.

Soft ethics checklist (employer)

This article is not legal advice on PDPA, criminal law, or camera installation rules. If you are unsure whether a placement or recording practice is lawful or acceptable, ask your licensed EA and verify current guidance — do not invent a private exemption from this blog.

Dignity line: monitoring that replaces trust and conversation will usually worsen retention. Pair any camera policy with the clear written house rules below and the calm check-in habits on unique #27.

Fair house rules that protect privacy (and the household)

House rules work when they are short, stable, and two-way. Unique #12 helps you draft before arrival; unique #16 reinforces in week 1–2. This page’s job is the privacy spine inside those rules.

Privacy-related items to put on one page

  1. Sleeping / rest hours and knock-before-enter.
  2. Bathroom / changing norms.
  3. Phone / Wi‑Fi / family-call windows.
  4. Visitor policy (hers and yours).
  5. Rest-day weekday + going-out expectation.
  6. Camera locations disclosed (if any).
  7. Who she asks when spouses give mixed instructions.
  8. What is out of scope for “loyalty tests” (phone search, food withholding, cancelling rest as punishment).

Update the sheet when something permanent changes. Do not invent new privacy restrictions mid-argument. For workload scope (what duties sit on the plate), use unique #28 if you already shipped that rewrite — this page stays on dignity and private life, not task lists.

When to discuss boundaries with the agency

Most privacy friction resolves with a calm rewrite of the one-pager. Some does not.

SituationFirst moveEscalate to licensed EA when…
Unclear phone / visitor normsRewrite the sheet; one employer voiceSame dispute repeats after two calm resets
She feels watched / unsafe in her roomDisclose cameras; fix layout / knock habitsShe asks to speak to the agency, or alleges hidden recording in private spaces
Rest-day out vs stay-home conflictRest-days flagship + calendar agreementPattern of cancelled offs or confinement pressure
Belongings / message search disputeStop the search; document concernSafety allegation either way, or trust fully broken
Mixed instructions from relativesAlign adults firstRelatives keep overriding written rules
Possible ill-treatment / fearImmediate safety steps + live MOM welfare channelsDo not wait to “see if it settles”

Platform ≠ agency reminder: SmartMaid cannot mediate, seize phones, move cameras, or cancel a Work Permit. Your licensed EA owns aftercare you contracted for; MOM owns employment law and welfare escalation paths. For early-issue escalate-vs-coach framing, see When to loop the agency into early issues if that keeper is live in your cluster; otherwise start with your EA coordinator and the rest-days / accommodation guidance on mom.gov.sg.

FAQ

Does MOM require a private bedroom?

Layouts vary. MOM expects acceptable accommodation with reasonable privacy — confirm live detail on mom.gov.sg. If space is shared or partitioned, write the compromise clearly and keep it dignified.

Can I ban her phone on workdays?

Prefer time windows and volume, not a total ban. Family contact supports wellbeing. Confiscation as punishment for ordinary mistakes usually worsens trust.

Are home cameras allowed if she lives in?

Many households use disclosed common-area CCTV for security. Hidden cameras in sleeping / changing / bathroom spaces are an ethical (and potentially legal) red line. Disclose locations and purpose; ask your EA if unsure. This is not legal advice.

Can I require her to stay home every rest day?

Rest days are for recovery. Occasional stay-home plans should be mutual and fair; chronic confinement is high-friction. See the rest-days flagship.

How is this different from onboarding (#16) or home prep (#12)?

#12 is before arrival. #16 is the first-fortnight timetable. This page is the ongoing privacy / dignity agreement you keep living by after those stages.

Can SmartMaid set or enforce my house rules?

No. SmartMaid is a biodata search marketplace, not an agency and not a household mediator.

Next steps

  1. Write or refresh a one-page privacy boundaries note (room, phone, visitors, rest day out, cameras if any).
  2. Walk the note with her calmly; invite her questions — tone habits on unique #27.
  3. Confirm the rest-day calendar she can see — detail on the rest-days flagship.
  4. If the room / storage still needs fixing, reopen unique #12; if you are still in week 1–2, use unique #16’s reinforcement rhythm.
  5. If boundary disputes escalate or safety is involved, loop your licensed EA and live MOM welfare channels — not SmartMaid chat. For a future hire, shortlist on search maids · transfer maids.
