New/Fresh MDWs From Home Country: Longer Timelines Explained

Published 29 April 2025

Why “new/fresh from home country” usually means a longer clock

A new or fresh migrant domestic worker (MDW) hired from her home / source country is not yet in Singapore when you shortlist her. She still needs overseas preparation, In-Principle Approval (IPA) and travel, then arrival steps in Singapore — including medical checks and, for many first-time Singapore MDWs, the Settling-In Programme (SIP).

That pipeline is why employers commonly hear weeks to a few months rather than “she can start after notice.” Treat every range below as a typical stage employers discuss with licensed employment agencies (EAs)not a Ministry of Manpower (MOM) hard rule and not a SmartMaid guarantee. Ask your EA for a written expected arrival / start window before you rearrange childcare, eldercare, or leave.

SmartMaid.com.sg is a search marketplace. You browse and shortlist biodata published by licensed agencies; SmartMaid is not a maid agency and does not issue Work Permits, book flights, run SIP, or set employment contracts. See How Smart Maid Singapore differs from a maid agency.

What “new,” “fresh,” and “ex-” labels usually signal (timeline lens)

Label on biodataWhat it often means for timingEmployer action
New / fresh / first-timerLittle or no prior overseas domestic work; source-country prep + first Singapore onboarding (often including SIP)Plan a longer buffer; ask what training and SIP slots look like for this candidate
Ex-Singapore / ex-HK / ex-other (but still overseas now)May skip some first-timer onboarding — still needs IPA, travel, and arrival medical if she is not in SGConfirm whether she is in Singapore or still abroad; “ex-” ≠ “starts next week”
Transfer / finish contract (in SG)Different clock — notice, WP transfer, local medicalUse #7 transfer timeline and transfer search

Experience is not automatic from a label. Read duties actually performed and interview before you commit. First-time employer overview: How to hire a domestic helper in Singapore.

Overseas stage clocks (typical ranges — verify with your EA)

Use this as a checklist of clocks, not a promise of total days. Stages can overlap or wait on each other.

1. Matching, interview, and your decision

Video interviews across time zones, family agreement, and comparing several biodata packs often take a few days to a few weeks. Delaying shortlisting is a common hidden delay — popular overseas profiles also move.

Ask the agency: How soon can we interview? What happens to her slot if we decide slowly?

2. Source-country training / preparation

Many new/fresh helpers complete agency or centre training (housekeeping orientation, basic care, language refreshers — content varies by country and EA). Families often hear ranges on the order of about 1–4+ weeks depending on whether training has started, batch schedules, and passport/document readiness. Some candidates are already trained; others have not begun.

Ask the agency: Has training started? What must finish before IPA / exit clearance? Can we see a skills checklist?

3. Medical checks (overseas and / or on arrival)

Pre-departure medicals, follow-ups, and Singapore arrival / pre-employment medical timing are case-specific. A clear result can keep the file moving; a follow-up test can add days or more. Do not invent a fixed “medical always takes X days” figure.

Ask the agency: Which medicals are done, booked, or still pending — and what if there is a follow-up? Related arrival framing: Pre-employment medical check timing after your helper arrives.

4. IPA and employer paperwork in Singapore

Licensed EAs typically coordinate the In-Principle Approval (IPA) path with you as employer of record, alongside insurance, security bond (where applicable), and other employer documents. Filing can be relatively quick when documents are complete, or stretch when something is missing or queried.

Do not invent a fixed “MOM always takes X days” figure here. Pair this page with the Work Permit application employer checklist and ask:

  • - When can IPA filing start relative to training / medical?
  • - What must you prepare before the agency can submit?
  • - What usually blocks IPA until resolved?

5. Exit clearance, flight, and arrival slot

Passport validity, exit processes in the source country, ticket booking, and your preferred arrival date must line up with IPA validity and the agency’s intake calendar. Employers commonly hear days to a couple of weeks once papers are ready — longer if flights or lodging slots are tight, documents are incomplete, or peak seasons apply.

Ask the agency: Earliest / likely / delayed arrival windows once IPA is issued; who books the flight; what you must prepare at home before wheels-down.

6. SIP and first weeks in Singapore (many first-timers)

Many first-time Singapore MDWs must complete the Settling-In Programme (SIP) after arrival (confirm current MOM rules for your helper’s profile). SIP scheduling plus rest after travel can add calendar time before full household routine starts. Read Settling-In Programme (SIP): preparing for a first-time helper in Singapore.

Household readiness (room, duty list, rest day, salary discussion) should be ready before she arrives — not the afternoon of the flight. Cost shape without inventing figures: Maid salary and total cost in Singapore.

Questions to ask the agency on the first call

  1. If we decide this week, what are the earliest / likely / delayed arrival and start windows?
  2. Has training started, and what must finish before IPA / exit?
  3. Which medicals are done, booked, or pending — overseas and on arrival?
  4. When can IPA filing start, and what employer documents are still missing?
  5. Who books the flight, and how does IPA validity constrain travel dates?
  6. Does she need SIP, and how is that scheduled relative to her first working days?
  7. What usually causes delay for new/fresh hires from her country right now?
  8. Please put the timeline window, fee outline, and replacement terms in writing before we pay.

FAQ

1. Why do new/fresh MDWs from overseas take longer than transfers?

Because selection, source-country training/prep, medicals, IPA, travel, and often SIP sit before she can settle into your home. Transfers are already in Singapore and run on notice + WP transfer clocks — see #7.

2. How many weeks or months should I budget?

There is no single safe number on this page. Ask your EA for earliest / likely / delayed windows for the specific candidate. Many households plan on the order of weeks to a few months end-to-end when training and paperwork are still open.

3. Does every overseas hire need SIP?

Many first-time Singapore MDWs do — confirm current MOM rules for her profile with your EA and on mom.gov.sg. Guide: SIP preparing for a first-time helper.

4. Does SmartMaid set the arrival date?

No. SmartMaid is a search platform. Your licensed agency and MOM process determine when she can travel and when employment can legally begin.

5. Can I speed this up?

You can reduce your delays: decide after focused interviews, return employer documents quickly, and prepare the home early. You cannot skip MOM or source-country steps. If speed is critical, compare a transfer path in parallel.

6. Where do I read the full hire-path comparison?
