EOP is the employer gate — not the helper’s SIP day
If you are hiring a migrant domestic worker (MDW / FDW) in Singapore for the first time as an employer, the Ministry of Manpower (MOM) generally requires you to complete the Employers’ Orientation Programme (EOP) before you submit a Work Permit application. EOP is about your legal role and household responsibilities. It is not the Settling-In Programme (SIP) your first-time helper may attend after she arrives, not a SmartMaid webinar, and not a substitute for reading your licensed employment agency (EA) service agreement.

EOP teaches employer obligations and relationship basics. It does not replace your duty to shortlist carefully, agree salary and rest days in writing, prepare suitable accommodation, or complete insurance, bond, levy, and medical steps with your EA. Who must attend (verify on MOM)
Must attend (typical rule): you are a first-time employer of an MDW in Singapore — i.e. you have not previously employed an MDW under MOM’s definition of “first-time employer.”
Often does not need a fresh EOP for the same reason: employers who have already employed an MDW before and are hiring again — but do not guess from memory. If MOM’s system or your EA says you still need EOP (or need to re-complete in a specific case), follow the live instruction on mom.gov.sg / FDW eService, not a blog assumption.
Employer eligibility is separate from EOP. MOM also expects employers to meet age and other eligibility conditions (e.g. at least 21, not an undischarged bankrupt, able to understand duties — confirm live wording). Completing EOP does not auto-approve a Work Permit if other eligibility or document issues remain.
Quick employer habit
- Ask your licensed EA in writing: “Am I treated as a first-time employer for EOP?”
- If yes, book EOP early — do not wait until the day you want to submit the Work Permit.
- Keep the attendance record / confirmation so names and ID numbers match the later WP application.
Representative / sponsor path (soft MOM — edge cases only): in limited situations (e.g. certain medical or mobility constraints, age-related physical discomfort, or a new / expectant mother within MOM’s stated window), MOM may allow a spouse, sponsor, or representative to attend on your behalf, followed by an online appointment of that person before you proceed. Conditions, documents to retain, and wait times are set by MOM — verify the live flowchart and eService path; do not invent a DIY exemption. When to complete — the two-working-day rule
Soft MOM framing employers use as a calendar rule:

Identity matching tip (high-friction trap): MOM advises that the name, NRIC or FIN, and other particulars on your EOP registration must be the same as those on the Work Permit application. A nickname, outdated FIN format, or typo can block matching even after you “finished the course.”
If someone attended on your behalf under an allowed representative path, follow MOM’s stated wait after the online appointment succeeds before applying for the Work Permit — verify the live “one working day after appointment” style timing on mom.gov.sg; do not compress the buffer.
What employers typically learn
ATPs and MOM frame EOP as helping you understand your role and responsibilities. In employer language, expect orientation along lines such as:

EOP is orientation, not personalised legal advice for your household. After the course, still:
- Lock salary, rest days, and house rules in writing with your EA / helper
- Use maid salary and total cost for budgeting conversations (separate from course fees)

- Treating EOP as optional “nice to have” — for first-time employers it is a pre-requisite gate, not a blog tip.
- Booking after the EA is ready to submit — then waiting two working days while a preferred helper’s timeline slips.
- Name / ID mismatch between EOP registration and WP application.
- Confusing EOP with SIP — wrong person, wrong week, wrong provider.
- Assuming your spouse’s old EOP covers you without checking MOM’s representative / exemption rules for *your* case.
- Skipping written salary and rest-day clarity because “EOP already covered responsibilities” — EOP does not replace your household contract habits; see salary and total cost.

Is EOP the same as SIP?
No. EOP is for first-time employers before Work Permit application. SIP is for first-time MDWs after arrival. See unique #17 SIP.
Do I need EOP if I hired a helper years ago?
Often no for a repeat employer — but confirm against MOM / your EA for *this* application. Do not rely on memory of a previous decade’s hire.
