MOM Rules on Helper Duties Beyond the Household

Published 5 September 2026

MOM's rule is that a helper can only do domestic chores, only for her employer, and only at the residential address declared to MOM. She cannot work in your business, take on work for other employers, or work part-time for anyone, even with your consent. Employers who deploy a helper illegally can face a financial penalty of up to $10,000 and a ban from employing helpers. The one exception MOM allows is caring for your child or parent at a relative's home, after you notify MOM.

What MOM allows and forbids

  • Valid Work Permit required.
  • Works only for her employer at the residential address declared to MOM.
  • Domestic chores only.
  • No work for other employers, and no part-time work.

Penalties

  • Illegal deployment: financial penalty of up to $10,000, and possible ban from employing helpers.
  • Employing a helper without a valid Work Permit: fine of $5,000 to $30,000, up to 1 year in jail, or both; mandatory jail for repeat convictions.

Not in your business

MOM has published a reminder that your helper must not work for your business, such as a food stall, shop, online store or home-based business, even if she is willing or you pay her extra. See Your MDW must not work for your business.

Caring for family at a relative's home

You must notify MOM first, and all of these must be true:

  1. She has agreed in writing to care for your child or parent at the relative's house.
  2. She does not do the full load of housework in both households.
  3. If she stays overnight there, the accommodation meets MOM's requirements.

You stay responsible for her accommodation, food and medical treatment.
