An employment agency can apply for, renew or cancel your helper's Work Permit, but only after you authorise it in FDW eService with your own Singpass. MOM says agencies must get this authorisation before doing any transaction for you, and must use FDW eService for all applications. You can also apply yourself without an agency. Either way, the application fee is $35, and MOM aims to process FDW eService applications within 1 week.
How the authorisation works
- Your agency starts the request. It can ask you to sign in on the spot with a link or QR code, or MOM can email you a link.
- You log in to FDW eService with your Singpass and approve.
- If you do nothing within 7 days, the request lapses and the agency must send a new one.
A signed paper form is not enough unless you genuinely cannot log in. Our FDW eService login guide covers the details. MOM's application page states the authorisation step: Apply for a Work Permit for an MDW.
What the agency submits
- The helper's passport details.
- Your and your family's personal particulars.
- Your income information.
- Her written consent to the application.
MOM says agencies are not allowed to use the online form meant for employers without Singpass.
What the agency is responsible for
MOM lists these as the agency's job when you use one:
- The helper's upkeep and accommodation from arrival until she is placed with you, or until she is sent home if not placed.
- Sending her home, at its own cost, if she is not placed.
- Making sure you and the helper sign the safety agreement.
- Placing her only after she has attended the Settling-in Programme, if she needs it.

What stays with you
- You remain the employer. Salary, levy, medical costs and her well-being are your responsibilities.
- First-time employers must attend the Employers' Orientation Programme before the application.
- Check the outcome yourself. MOM emails it to the address on the application.
Check the agency first
MOM's EA directory lists licensed agencies and registered personnel. MOM says it is an offence to engage an unlicensed agency, and suggests looking at the successful retention rate. See our guide to using MOM EA directory stats.
