FDW eService login: how employers sign in

FDW eService is the Ministry of Manpower service employers use for a helper's Work Permit. It is not a SmartMaid page. You sign in with your own Singpass.

Sign in

Open Work Permit transactions for domestic helpers and confinement nannies on mom.gov.sg and choose Log in with Singpass. Use the employer or sponsor login if the Work Permit is in your name. An employment agency uses its own Singpass login, and that is a different account.

If you do not have a Singpass yet, register one before you sit down with your agency. MOM's guidance to agencies is to ask employers to register at least seven days ahead.

You can use FDW eService on a phone, tablet, or computer. MOM recommends Chrome 95 or newer, Firefox 93 or newer, or Safari 14 or newer. The service is listed as available 24 hours, except scheduled maintenance every Wednesday from 7pm to 10pm, when it is not available.

You can do this without an agency

MOM says you can apply for a Work Permit, or renew one, yourself in FDW eService with your Singpass. You do not have to go through an agency. On the application itself, MOM's stated fees are $35 when you submit and $35 when the pass is issued. Pay the application with Visa, Mastercard, or PayNow.

If you cannot log in because you do not have a Singpass, MOM has a separate application form for employers only. Employment agencies are not allowed to use that form. They must use FDW eService. Start from Apply for a Work Permit on mom.gov.sg and use the option for employers without a Singpass.

What you can do after you sign in

MOM lists these transactions in FDW eService, with the time they usually take:

  • Apply for a Work Permit, about 10 minutes
  • Ask for a Work Permit to be issued, about 3 minutes
  • Renew a Work Permit, about 5 minutes
  • Cancel a Work Permit, about 2 minutes
  • Extend an in-principle approval, about 2 minutes
  • Get a short Work Permit extension, about 2 minutes
  • Reinstate a Work Permit, about 2 minutes
  • Check your helper's 6-monthly medical examination (6ME) date, or whether one is due, and re-print the notification letter, about 1 minute

When a transaction has an administrative fee or an overstaying fine, MOM's payment options on this service are Visa, Mastercard, and PayNow. GIRO for those admin fees is for employment agencies, not for households. MOM does not refund admin fees, except where it made an extra charge by mistake.

To add a household member for a levy concession, MOM's path is FDW eService, then Menu, Account, Edit my profile, Household details. Do that only if the person who needs care was not already listed on the Work Permit application.

Card delivery is a different login

Checking whether the Work Permit card is out for delivery, and applying for a replacement card, are not in FDW eService. MOM sends employers to Work Permit Online for employers for those two jobs. That site asks you to use a desktop or laptop. MOM says mobile browsers are not supported there, and the Singpass has to belong to the employer. If you are not the owner of that Singpass, MOM says you are not allowed to sign in and do the employer's transactions on Work Permit Online.

Settling-in Programme attendance is checked in Work Permit Online as well, not in the FDW eService list above.

Checking status without signing in

You do not need FDW eService just to see whether an application is still in process, or whether a Work Permit is still valid. MOM has a separate check for work pass and application status, and it does not require a login. Start from the MDW eServices and forms page and open that checker.

If your agency is doing the transaction

Since 1 July 2021, MOM has required the employer to authorise the agency inside FDW eService before the agency can apply, renew, or cancel. A signed paper form is not enough, unless you cannot log in at all, for example because you are medically unable, in prison, or have died. Your agency can ask you to sign in on the spot with a link or QR code, or MOM can email you a link. You have seven days to respond. If you do nothing, the request lapses and the agency has to send a new one.

A family member can apply to act for you. After MOM approves that, they can check and pay the levy, set up GIRO for the levy, ask for waivers and refunds, pay levy penalties, extend a pass for a short period, and renew a pass. You can still do those yourself. To apply as a sponsor, MOM says the employer has to log in.

If the login fails

Employers: use the Singpass of the person named as the employer, not a family member's and not the agency's.

Agency staff: a Singpass plus a Corppass assignment is not always enough. MOM says you also need to be a Work Permit Online administrator or user. If the service is missing under your Corppass assigned eServices, your Corppass admin has to assign both "Check and pay levy" and "Work Permit transactions for domestic helpers and confinement nannies".

MOM says its officers will not call or email you to demand a bank login or a money transfer. If you are unsure, call the ScamShield helpline on 1799.
