Levy Concession When Elderly Parent Moves In: Employer Steps

Published 17 September 2026

When an elderly parent moves in with you, your household may qualify for the concessionary levy rate. MOM grants it automatically once the conditions are met, but two steps on your side make the difference.

Who counts as an eligible elderly person

  • A Singapore citizen aged 67 or above living in your household.
  • A permanent resident aged 67 or above, in the situations MOM sets out. For example, your or your spouse's parent or grandparent qualifies if you or your spouse is a Singapore citizen.

If the eligible person is you or your spouse, the concession starts automatically when you or your spouse turns 67, subject to MOM's conditions.

Steps when a parent moves in

  1. Update the parent's NRIC address with ICA, so it matches yours. MOM requires both NRICs to show the same address.
  2. Add the parent as a household member in FDW eService.
  3. Wait for your levy bills. Once both conditions are met, MOM applies the concession automatically. You will see the lower rate within your next two bills, with adjustments backdated to when you completed the steps.
  4. If it does not appear, submit MOM's form to check why the concession for an elderly person or person with disability was not granted. MOM replies by email within 2 working days.

Limits to know

  • One concession per eligible person, and a maximum of two helpers per household on the concessionary rate.
  • For a second helper's concession, you need two eligible persons, for example two parents aged 67 or above, or a parent and a young child.

If your parent needs daily care

A parent who needs help with activities of daily living may also qualify you through the person with disabilities route, which involves a doctor's certification and a recommendation from the Agency for Integrated Care. If the parent needs permanent help with three or more activities of daily living, you may also qualify for the Home Caregiving Grant; check AIC's website for details.

Choosing a helper for eldercare

  • Look for elderly care experience and ask about lifting, mobility support and medication reminders.
  • Consider language, as your parent will talk to her every day.
  • Involve your parent in the interview if possible.

Keep a copy of the address change confirmation and a screenshot of the household member entry, in case you need to show when you completed the steps.

Common questions

My father is 66. Can I apply now?

The concession for elderly persons starts when the person turns 67. Complete the address and household member steps early, so it applies from his birthday.

Does my parent need to live with me full-time?

MOM's conditions include the same NRIC address and being listed as a household member, so the arrangement should reflect where your parent actually lives.
