The safety agreement is a short document, but MOM requires it for good reason: falls while cleaning windows are a serious risk in high-rise homes. Here is what it covers and when you sign it.
What the safety agreement is
MOM describes it as a joint statement between you and your helper, facilitated by your employment agency, confirming that you both understand the conditions for cleaning the exterior of windows. It:
- Lists the restrictions on cleaning window exteriors.
- States that your window-cleaning requirements will follow MOM's regulations.
- Records your helper's acknowledgement of your instructions.
Your helper's copy is in her native language, so she fully understands it. It is signed by three parties: you, the agency and your helper, and each of you keeps a copy.
When to sign
- First-time helper: after she has attended the Settling-in Programme and before she starts work at your home.
- Other helpers: before she is deployed to you.
- Renewal with the same helper: MOM does not require a new agreement.
The window-cleaning conditions
MOM's conditions for cleaning the outside of windows, except on the ground floor or facing a common corridor, are:
- Window grilles are installed and locked at all times during cleaning.
- You or an adult representative are physically present to supervise.
- She stays inside the room, and no part of her body goes beyond the window ledge except her arms.
Putting it into practice
- Decide whether you need exterior window cleaning at all. Many families simply skip it.
- If you do, agree a time when a supervising adult is home.
- Show her which windows are included and check the grilles lock properly.
- Give her proper tools, such as a long-handled cleaner, so she never needs to lean out.
Safety also covers other tasks, like using ladders, chemicals and appliances. MOM expects helpers to follow the safe work practices taught in its training materials, including the EOP.

Other everyday safety points
- Ladders and step stools: keep them sturdy and avoid tasks at height when she is alone.
- Chemicals: label cleaning products, never mix bleach with other cleaners, and keep the area ventilated.
- Kitchen and gas: show her how to use your stove, oven and water heater safely in the first week.
- Emergencies: give her your numbers, the building's security contact and the emergency number, and show her the exits.
A short walk-through on day one prevents most accidents.
Common questions
Is an employment contract also required?
MOM encourages you to sign an employment contract covering salary, rest days, loans and notice, and requires the safety agreement.
What if I hired without an agency?
MOM's process expects the agency to arrange the signing. If you are unsure how it applies to your case, check with MOM before your helper starts work.
