Caregiving Assessment Questions MOM May Ask Employers

Published 3 September 2026

If you are hiring a helper to care for a family member with health needs, you may be asked about that person's care needs, for example when applying for a levy concession or a caregiving grant. Knowing what is assessed helps you prepare the right documents and choose the right helper.

Levy concession for a person with disabilities

MOM grants the concessionary levy rate for a household member with disabilities who:

  • Is certified by a Singapore-registered doctor as needing help with at least one activity of daily living (ADL), such as washing, feeding, dressing, moving around, transferring from bed to chair, or toileting.
  • Is a Singapore citizen, or a permanent resident with a parent, spouse or child who is a Singapore citizen.

The concession starts once the person's NRIC shows your address, they are listed as a household member on FDW eService, and you have applied with the Agency for Integrated Care (AIC) and received its recommendation letter.

Questions to prepare for

The doctor's assessment focuses on daily functioning. Be ready to describe:

  • Which ADLs your family member needs help with, and how much help.
  • Whether the need is temporary or long-term.
  • Relevant diagnoses, medications and recent hospital stays.
  • Who currently provides care, and at what times of day.

Bring medical reports and a list of medications to the appointment.

Home Caregiving Grant

If your family member needs permanent help with three or more ADLs, you may qualify for the Home Caregiving Grant, a monthly grant administered by AIC. Check AIC's website for criteria and how to apply.

Using the assessment to choose a helper

The same information helps you write a clear job description:

  • Transfers and mobility: look for experience with lifting and walking aids.
  • Feeding and medication: ask about experience with special diets or tube feeding if relevant.
  • Dementia care: patience and routine matter more than any certificate.

Share the care plan with shortlisted helpers in the interview, so they know what the job involves.

Other checks you may meet

MOM also interviews some helpers at the Centre for Domestic Employees and carries out house visits to check on well-being. These focus on the helper's welfare, not on assessing your family member.

If the concession does not appear

MOM says the lower rate and any backdated adjustment show within your next two levy bills once all steps are done. If it does not appear, submit MOM's check form for an elderly person or PWD; MOM emails the outcome and next steps within 2 working days.

Common questions

Does the concession need a new assessment every year?

MOM's page sets out the conditions and AIC's recommendation step. Check with AIC whether your family member's certification needs updating.

Can my helper attend the doctor's appointment with us?

She can come along to help with transport and to learn about the care plan, as long as your family member is comfortable with it.
